Eachtimewegathertoinaugurateapresident,webearwitnesstotheenduringstrengthofourConstitution.Weaffirmthepromiseofourdemocracy.Werecallthatwhatbindsthisnationtogetherisnotthecolorsofourskinorthetenetsofourfaithortheoriginsofournames.Whatmakesusexceptional–whatmakesusAmerican–isourallegiancetoanidea,articutedinadecrationmademorethantwocenturiesago:

“Weholdthesetruthstobeself－evident,thatallmenarecreatedequal,thattheyareendowedbytheirCreatorwithcertainunalienablerights,thatamongtheseareLife,Liberty,andthepursuitofHappiness.”

Todaywecontinueanever－endingjourney,tobridgethemeaningofthosewordswiththerealitiesofourtime.Forhistorytellsusthatwhilethesetruthsmaybeself－evident,theyhaveneverbeenself－executing;thatwhilefreedomisagiftfromGod,itmustbesecuredbyHispeoplehereonEarth.Thepatriotsof1776didnotfighttorepcethetyrannyofakingwiththeprivilegesofafewortheruleofamob.TheygavetousaRepublic,agovernmentof,andby,andforthepeople,entrustingeachgenerationtokeepsafeourfoundingcreed.

Formorethantwohundredyears,wehave.

Throughblooddrawnbyshandblooddrawnbysword,welearnedthatnounionfoundedontheprinciplesoflibertyandequalitycouldsurvivehalf－sveandhalf－free.Wemadeourselvesanew,andvowedtomoveforwardtogether.

Together,wedeterminedthatamoderneconomyrequiresrailroadsandhighwaystospeedtravendcommerce;schoolsandcollegestotrainourworkers。

Together,wediscoveredthatafreemarketonlythriveswhentherearerulestoensurecompetitionandfairpy.

Together,weresolvedthatagreatnationmustcareforthevulnerable,andprotectitspeoplefromlife’sworsthazardsandmisfortune.

Throughitall,wehaveneverrelinquishedourskepticismofcentrauthority,norhavewesuccumbedtothefictionthatallsociety’sillscanbecuredthroughgovernmentalone.Ourcelebrationofinitiativeandenterprise;ourinsistenceonhardworkandpersonalresponsibility,theseareconstantsinourcharacter.

Butwehavealwaysunderstoodthatwhentimeschange,somustwe;thatfidelitytoourfoundingprinciplesrequiresnewresponsestonewchallenges;thatpreservingourindividualfreedomsultimatelyrequirescollectiveaction.FortheAmericanpeoplecannomoremeetthedemandsoftoday’sworldbyactingalonethanAmericansoldierscouldhavemettheforcesoffascismorcommunismwithmusketsandmilitias.Nosinglepersoncantrainallthemathandscienceteacherswe’llneedtoequipourchildrenforthefuture,orbuildtheroadsandnetworksandresearchbsthatwillbringnewjobsandbusinessestoourshores.Now,morethanever,wemustdothesethingstogether,asonenation,andonepeople.

ThisgenerationofAmericanshasbeentestedbycrisesthatsteeledourresolveandprovedourresilience.Adecadeofwarisnowending.Aneconomicrecoveryhasbegun.America’spossibilitiesarelimitless,forwepossessallthequalitiesthatthisworldwithoutboundariesdemandyouthanddrive;diversityandopenness;anendlesscapacityforriskandagiftforreinvention.MyfellowAmericans,wearemadeforthismoment,andwewillseizeit–solongasweseizeittogether.

Forwe,thepeople,understandthatourcountrycannotsucceedwhenashrinkingfewdoverywelndagrowingmanybarelymakeit.WebelievethatAmerica’sprosperitymustrestuponthebroadshouldersofarisingmiddlecss.WeknowthatAmericathriveswheneverypersoncanfindindependenceandprideintheirwork;whenthewagesofhonestborliberatefamiliesfromthebrinkofhardship.Wearetruetoourcreedwhenalittlegirlbornintothebleakestpovertyknowsthatshehasthesamechancetosucceedasanybodyelse,becausesheisanAmerican,sheisfree,andsheisequal,notjustintheeyesofGodbutalsoinourown.

Weunderstandthatoutwornprogramsareinadequatetotheneedsofourtime.Wemustharnessnewideasandtechnologytoremakeourgovernment,revampourtaxcode,reformourschools,andempowerourcitizenswiththeskillstheyneedtoworkharder,learnmore,andreachhigher.Butwhilethemeanswillchange,ourpurposeendureanationthatrewardstheeffortanddeterminationofeverysingleAmerican.Thatiswhatthismomentrequires.Thatiswhatwillgiverealmeaningtoourcreed.

We,thepeople,stillbelievethateverycitizendeservesabasicmeasureofsecurityanddignity.Wemustmakethehardchoicestoreducethecostofhealthcareandthesizeofourdeficit.ButwerejectthebeliefthatAmericamustchoosebetweencaringforthegenerationthatbuiltthiscountryandinvestinginthegenerationthatwillbuilditsfuture.Forwerememberthelessonsofourpast,whentwilightyearswerespentinpoverty,andparentsofachildwithadisabilityhadnowheretoturn.Wedonotbelievethatinthiscountry,freedomisreservedforthelucky,orhappinessforthefew.Werecognizethatnomatterhowresponsiblyweliveourlives,anyoneofus,atanytime,mayfaceajobloss,orasuddenillness,orahomesweptawayinaterriblestorm.Thecommitmentswemaketoeachother–throughMedicare,andMedicaid,andSocialSecurity–thesethingsdonotsapourinitiative;theystrengthenus.Theydonotmakeusanationoftakers;theyfreeustotaketherisksthatmakethiscountrygreat.

We,thepeople,stillbelievethatourobligationsasAmericansarenotjusttoourselves,buttoallposterity.Wewillrespondtothethreatofclimatechange,knowingthatthefailuretodosowouldbetrayourchildrenandfuturegenerations.Somemaystilldenytheoverwhelmingjudgmentofscience,butnonecanavoidthedevastatingimpactofragingfires,andcripplingdrought,andmorepowerfulstorms.Thepathtowardssustainableenergysourceswillbelongandsometimesdifficult.ButAmericacannotresistthistransition;wemustleadit.Wecannotcedetoothernationsthetechnologythatwillpowernewjobsandnewindustries–wemustcimitspromise.Thatishowwewillmaintainoureconomicvitalityandournationaltreasure–ourforestsandwaterways;ourcropndsandsnowcappedpeaks.Thatishowwewillpreserveourpnet,commandedtoourcarebyGod.That’swhatwilllendmeaningtothecreedourfathersoncedecred.

We,thepeople,stillbelievethatenduringsecurityandstingpeacedonotrequireperpetualwar.Ourbravemenandwomeninuniform,temperedbythefmesofbattle,areunmatchedinskilndcourage.Ourcitizens,searedbythememoryofthosewehavelost,knowtoowellthepricethatispaidforliberty.Theknowledgeoftheirsacrificewillkeepusforevervigintagainstthosewhowoulddousharm.Butwearealsoheirstothosewhowonthepeaceandnotjustthewar,whoturnedswornenemiesintothesurestoffriends,andwemustcarrythoselessonsintothistimeaswell.

Wewilldefendourpeopleandupholdourvaluesthroughstrengthofarmsandruleofw.Wewillshowthecouragetotryandresolveourdifferenceswithothernationspeacefully–notbecausewearena?veaboutthedangersweface,butbecauseengagementcanmoredurablyliftsuspicionandfear.Americawillremaintheanchorofstrongalliancesineverycorneroftheglobe;andwewillrenewthoseinstitutionsthatextendourcapacitytomanagecrisisabroad,fornoonehasagreaterstakeinapeacefulworldthanitsmostpowerfulnation.WewillsupportdemocracyfromAsiatoAfrica;fromtheAmericastotheMiddleEast,becauseourinterestsandourconsciencecompelustoactonbehalfofthosewholongforfreedom.Andwemustbeasourceofhopetothepoor,thesick,themarginalized,thevictimsofprejudice–notoutofmerecharity,butbecausepeaceinourtimerequirestheconstantadvanceofthoseprinciplesthatourcommoncreeddescribetoleranceandopportunity;humandignityandjustice.

We,thepeople,decretodaythatthemostevidentoftruths–thatallofusarecreatedequal–isthestarthatguidesusstill;justasitguidedourforebearsthroughSenecaFalls,andSelma,andStonewall;justasitguidedallthosemenandwomen,sungandunsung,wholeftfootprintsalongthisgreatMall,tohearapreachersaythatwecannotwalkalone;tohearaKingprocimthatourindividualfreedomisinextricablyboundtothefreedomofeverysoulonEarth.

Itisnowourgeneration’stasktocarryonwhatthosepioneersbegan.Forourjourneyisnotcompleteuntilourwives,ourmothers,anddaughterscanearnalivingequaltotheirefforts.Ourjourneyisnotcompleteuntilourgaybrothersandsistersaretreatedlikeanyoneelseunderthew–forifwearetrulycreatedequal,thensurelythelovewecommittooneanothermustbeequaswell.Ourjourneyisnotcompleteuntilnocitizenisforcedtowaitforhourstoexercisetherighttovote.Ourjourneyisnotcompleteuntilwefindabetterwaytowelcomethestriving,hopefulimmigrantswhostillseeAmericaasandofopportunity;untilbrightyoungstudentsandengineersareenlistedinourworkforceratherthanexpelledfromourcountry.Ourjourneyisnotcompleteuntillourchildren,fromthestreetsofDetroittothehillsofAppachiatothequietnesofNewtown,knowthattheyarecaredfor,andcherished,andalwayssafefromharm.

Thatisourgeneration’stask–tomakethesewords,theserights,thesevalues–ofLife,andLiberty,andthePursuitofHappiness–realforeveryAmerican.Beingtruetoourfoundingdocumentsdoesnotrequireustoagreeoneverycontouroflife;itdoesnotmeanwewillldefinelibertyinexactlythesameway,orfollowthesameprecisepathtohappiness.Progressdoesnotcompelustosettlecenturies－longdebatesabouttheroleofgovernmentforalltime–butitdoesrequireustoactinourtime.

Fornowdecisionsareuponus,andwecannotafforddey.Wecannotmistakeabsolutismforprinciple,orsubstitutespectacleforpolitics,ortreatname－callingasreasoneddebate.Wemustact,knowingthatourworkwillbeimperfect.Wemustact,knowingthattoday’svictorieswillbeonlypartial,andthatitwillbeuptothosewhostandhereinfouryears,andfortyyears,andfourhundredyearshencetoadvancethetimelessspiritonceconferredtousinasparePhidelphiahall.

MyfellowAmericans,theoathIhaveswornbeforeyoutoday,liketheonerecitedbyotherswhoserveinthisCapitol,wasanoathtoGodandcountry,notpartyorfaction–andwemustfaithfullyexecutethatpledgeduringthedurationofourservice.ButthewordsIspoketodayarenotsodifferentfromtheoaththatistakeneachtimeasoldiersignsupforduty,oranimmigrantrealizesherdream.Myoathisnotsodifferentfromthepledgeweallmaketothefgthatwavesaboveandthatfillsourheartswithpride.

Theyarethewordsofcitizens,andtheyrepresentourgreatesthope.

YouandI,ascitizens,havethepowertosetthiscountry’scourse.

YouandI,ascitizens,havetheobligationtoshapethedebatesofourtime–notonlywiththevoteswecast,butwiththevoicesweliftindefenseofourmostancientvaluesandenduringideals.

Leteachofusnowembrace,withsolemndutyandawesomejoy,whatisourstingbirthright.Withcommoneffortandcommonpurpose,withpassionanddedication,letusanswerthecallofhistory,andcarryintoanuncertainfuturethatpreciouslightoffreedom.
